Character History:
Riza Hawkeye is a relatively minor character in the first anime of Fullmetal Alchemist. A basic explanation of the show’s plot can be found here:

Due to the fact that her history is greatly expanded in the manga and second version of the show, I’ll be incorporating some of the things we discover about her past into Riza’s history, as they do not counteract any of the previous canon. They simply give her more depth and past experiences with which to draw from. However, any plot points later in the series that differ will be from the original anime canon. I’ll go into further depth of Riza’s personal history here for clarification.
Riza Hawkeye’s mother died when she was very young, and she was raised mostly by her father. To say she was raised by him is giving him too much credit; her father was a flame alchemist that was obsessed with his work. He did an enormous amount of research on flame alchemy, and instead of writing down his ultimate findings, he instead tattooed his life’s work onto his daughters back in a large tattoo that covers a huge portion of her flesh.
Riza knew Roy Mustang well, even before they joined the military together. Roy was her father’s apprentice, though he eventually expressed his desire to join the military and take the State Alchemist exam. In order to do this, he asked for Berthold Hawkeye’s greatest research, his secrets of flame alchemy. Angry at his demands and declaring him not ready, he kicked Roy out, leaving him to fend for himself. Mustang then passed the exam on his own, and went off to fight in the Ishval Civil War, not knowing that his master passed away soon after, leaving Riza to bear the markings of his research on her back.
Having nowhere else to go, and deciding that she wants to keep an eye on her father’s apprentice, Riza Hawkeye joined the military herself in order to watch him and decide for herself if he was worth of her father’s research. After watching him exterminate thousands of people with his alchemy, she decided against it for the time being, keeping the secret to herself even as she positions herself closer to him in order to see for herself what kind of person he really is. She was eventually assigned to be his adjutant, after being promoted for her duties during the war as an expert sharpshooter, despite Mustang’s attempt to keep it from happening.
From that point, through the entire series, Riza Hawkeye served as Roy’s right hand and his most trusted subordinate. They formed an incredibly close bond, as she was always constantly nearby, acting as his secretary and bodyguard. What followed can be read in the history link provided above, following the plot of the 2003 anime.
During the events of the series, Riza did eventually attempt to give Roy Mustang the Transmutation Array on her back near the end and before the coup. He refused her help, despite the fact that he might have needed it, and was subsequently very injured and nearly killed by the end of the attack.
After the end of the series, Mustang and Riza lived together for six months while she helped him recover from nearly being shot through the brain and losing his left eye. Their relationship, which was until that point had been deliberately kept on a strictly platonic level, grew into something more. Though they never truly talked about or decided where exactly they stood with one another, they were decidedly intimate. Riza fell in love with him, though perhaps she had a long time ago, and he felt the same, though there was always a constant elephant in the room and they never really talked about it.
Eventually, under pressure from the military, Roy left Central, leaving Riza behind in the process. Because of their unsure relationship, and some things he said to her, she didn’t follow. Currently, she’s not sure how to move forward without him, but she knows she can’t follow him. She must just simply wait for him to make a decision, but by then, it’s hard to say if she’ll be able to forgive him.
Character Personality:
Riza Hawkeye’s most obvious trait is her loyalty, which is strong and unflinching in every way. Her true loyalties lies with one person, and one person alone; Colonel Roy Mustang. Though she has other people whom she can call friend, and who she can speak to and rely on, the Colonel is the one person who she will stand by regardless of the danger or circumstance. His safety and goals come first in any situation, and she would gladly give up her life to protect his. Having served as his adjutant and subordinate for a great many years, they have a very close bond that is only hinted at by their public actions. From the outside, Riza appears to babysit Roy, making sure that he is on task and not slacking off. She reprimands him for being lazy and for not thinking things through, while he teases her for being too stoic and rigid in her practices.
In reality, Riza cares more deeply for Mustang than for any other person in her life, dead or alive. He is her closest confidant, her best friend, and even at one point, her lover. They are able to speak in codes that sound like usual everyday conversation for them, as well as give each other eye signals to speak without words. They know each other often better than they know themselves, and Riza herself only breaks her tough exterior when Roy is involved, whether he’s in danger or about to screw up and put himself in harm’s way. The only time in the entire series that she cries is after Roy is shot, and she literally screams his name and sobs over his limp form. It’s the first time we see her anywhere close to that emotional, and it’s proof that he’s incredibly important to her.
Riza’s main emotional outlet is her dog, Black Hayate. Because she believes she needs to be stoic and stern at work, her puppy is the easiest way for her to express her well-hidden gentle side, because the dog can’t exactly tell on her. He is incredibly well trained, due to Riza’s aggressive teaching, but it’s clear that she loves the dog by how well she takes care of him.
Hawkeye is, in a sense, the perfect soldier. She is dedicated to a fault and almost never goes against her superiors (unless it’s Mustang and he’s being stupid). She is calm under pressure, unflinching in her duty, and strictly disciplined. No one gets as good at shooting and sniping as she is without a lot of practice and a calm demeanor. Sniping in particular takes a cool hand and an extreme amount of patience, as each shot is incredibly costly. Riza also does not put up with anyone under her command being lazy, and is often the one to keep them on the straight and narrow.
However, she is not nearly as cold and distant as she appears, and her colleagues are aware of this through simple things. Her dog was actually a stray that one of her subordinates found, and she took the animal in when no one else could and gave it a loving home. She simply understands her place and what she needs to do, all while hiding internal conflict that she doesn’t want to burden anyone else with.
Ishval left plenty of emotional scars on Riza. The deaths of thousands of people, many of them innocent and caused by the hand of someone she loves, have taken their toll. The fact that she gave him the power to do so is even more painful, especially when she knows how much it has affected Roy as well. However, instead of ignoring the guilt and pain she feels from these experiences, she instead harnesses them, using them as a constant reminder of what she’s striving for, and letting that motivate her toward her and her Colonel’s mutual goal. Riza does this with every great trial she goes through, including ones throughout the series. Instead of giving her despair, they make her a stronger person, one who can weather the storm for the sake of her friends. Perhaps this is why Roy cares about her so much and has kept her at his side unerringly for so long; even the strongest of us need a rock that they can lean on.
However, with the loss of Mustang’s eye and eventual departure from Central Headquarters, leaving Hawkeye behind, Riza is more unsure about her place and future than she ever has been in her entire life. She still finds the strength to do her job and continue to help the country along the path that they both dreamed about, but watching Roy slowly become a more and more broken man has done more damage to Riza than she can admit to herself. The things that have occurred between them have stressed her more than any war could, and she currently finds herself at a loss of what to do, at odds with her own emotions, having felt like she’s lost sight of her purpose the same moment that Roy lost one of his eyes.
Edit: I will be canon updating Riza to the end of the Conqueror of Shamballa movie. This will cause a distinct shift her in attitude and mood upon her return to Death City.
Where at the beginning of the movie, Riza is rather unsure of her future and the state of the country, her resolve is very much set at the end of the movie. The Colonel’s return has much to do with this, as does the appearance of Edward Elric. The things that gave her purpose in life have returned, and she is in a much better place mentally.
This will make her a much more pleasant and motivated individual, especially when it comes to getting involved in the war so they can all go home. However, the majority of the personality section from her original application will still apply; her personality is the same, but the circumstances she finds herself in will have changed. She is simply in a better place.
Character Abilities you would like to expand on further:
Riza is in incredibly good shape, due to her time in the military. She’s well built, fast, agile, and much more physically able than your average human woman. She has extensive experience with firearms, and is able to disassemble, clean, and reassemble them in record time. Riza is also an expert sharpshooter and is extremely proficient with both pistols and sniper rifles. During the Ishval Civil War, she heard the title “The Hawk’s Eye,” and combination of her last name and her proven skills at hitting incredibly difficult targets. She has very good eyesight, steady aim, and a quick trigger finger.
That being said, she has no super-human abilities or powers of any kind.
Character Weaknesses you would like to expand on further:
Her involvement in the war left her less physically scarred than some of the others who did close-combat fighting, but she still took a few bullets and survived a few scary situations. Her right leg is a little stronger than her left, as a stray bullet grazed the left and took a fair amount of muscle with it.
Any true mental weaknesses she gained during the course of the war she has since pushed past for the most part, allowing herself to move on without ever forgetting. The rest of her weaknesses, mostly a part of her personality, should be covered in the sections above.

- seeing as all of her abilities are completely within normal human parameters, she won’t really be losing or gaining anything in particular.

The wish Death the Kid made to the BREW in 2009 was to “rescue Death City and stop the waves of Madness from overtaking the world.” By whatever means necessary. Pretend you are the BREW.Why would you choose to bring this character to Death City?
Riza is a soldier, both in career and personality. When she sets her mind to a task, she commits to it fully and does everything she can to see it through. She also will not stand by and watch innocents be hurt, nor does she appreciate war in any way, and BREW might know that she would seek a way to end it.
If BREW is also truly capable of thought and memory, it would know that she would immediately join the cause, since BREW also brought Roy here, and her Colonel is already a huge part of the war effort.
She’s strong, mentally capable, willing to work hard, and has special skills. That seems to be more than enough reason for BREW to choose her, beyond the fact that she’s been brought to Death City in the past as well.

Why is your character a Weapon and not a Meister?
Riza is a soldier, a dog of the military. She is also, first and foremost, a subordinate of Roy Mustang. She acts as his tool, his bodyguard, and an extension of him, obeying his orders and nearly every turn without question. She is a follower, not a leader. In addition, she believes her place is to be stationed as a protector, which is exactly what a Weapon’s role should be. They deflect attacks and strike in order to keep their Meister safe.
What is your character’s Weapon Form? Why?
Riza’s weapon form would be a Sniper Rifle, which would fire bullets of soul energy. Riza’s nickname is “The Hawk’s Eye,” taken from her time in the Ishval War when she was the army’s most esteemed sniper, known for the fact that she never misses. It seems only appropriate that this be her form.
What is your character’s Weapon Ability?
Riza’s Weapon Ability would be an altered version of her previous meister ability. Her form is able to detect an enemy’s most vulnerable point. She can impart this knowledge either through communicating to her Meister, or by having the Meister look through the scope of the rifle (which they should, seeing as that’s the best way to operate the Weapon). In this case, the weak area would appear as a glowing spot on the person/creature. This ability only works if the two are resonating; the weaker the resonance, the less specific the area.
This ability will only work on enemies that are the same strength or weaker than Riza. It will not work on more powerful enemies, such as Kishin and Witches.

Riza’s soul is blue in color, the same blue as her Amestrian military uniform. It is medium in size, has warm brown eyes, and blonde hair with bangs. [Have a stern blonde woman looking somewhat critically into the strange communicator. She's been here for a couple of days, and is seemingly settled into her new apartment which, given the decor, is likely located in the Casualty Communal.]
If there's a war going on, and you intend for me to fight, then I need access to a sniper rifle. A good one.

A pair of pistols would be nice, too. And yes, I know how to use them.

Provide a Third Person sample set during the last minutes on their world and/or their first few moments in the Kishin Chamber.
The last thing that the Lieutenant remembered before awakening in that dark room was finally breaking away from the others, and retreating to an office that she usually avoided. It was the Colonel’s old office, after all, and being there was difficult for all of them.
It was exactly why she’d gone there; she would have time to collect her thoughts and be alone.
Riza had let out a breath, sat down in his old chair, and hung her head for a moment, eyes closed and mind withdrawn. She was no alchemist, and all this talk about earthquakes and walking armor had her mind reeling. So reminiscent of the Alphonse Elric she had first met at the Capital, a walking suit of metal.
Somehow, that only made it worse.
And then she had opened her eyes, looked up, and realized she was no longer in the Colonel’s office, but a dark room, decorated with strange markings and filled with people she didn’t recognize. Her first instinct had sent her hand for her gun…which was missing. Her eyes flashed left and right, but no one seemed hostile, instead simply just as confused as she was. It didn’t help calm her suddenly over-alert senses, but it did give her reason to listen when the red-haired man at the other end of the room started to speak.
